My favorite trick involving guards is to get a bunch of Slaughterfish and/or
Dreughs chasing you, and then swim up the river into Balmora. Jump or
levitate to get out of the water, and let the guards go and attack the fish.
They will have to jump into the canal in order to do this, and for the
remainder of the game (or until you type 'AR' in the console), all the
guards will be permanently stuck in the canal, and you can have free run of
the city... (Haven't tried it in Vivec, but it might work. Most of the fun
stuff in Vivec is indoors, though.)

Great Darrel, I will try this.....
Another question...
When I kill a trader like in Surran... will this block parts of the game on
a higher level?
Because I found in the manual that it is not good to kill people inside the
houses.

Depends on the trader. Most likely it will not prevent you from completing
the game, but it may prevent you from being able to do certain quests. Some
people you can kill without any problems, but it's generally wisest to avoid
killing unless absolutely necessary. I never kill anybody that doesn't
attack me first unless I'm told to, and even then if there's a way to do the
quest without killing them, I'll take that option. (There are a very few
people who attack you first that you should not kill, but usually the game
tells you right away if you've killed somebody you really shouldn't have.)
