Above is my build. Should I wait 4 or 5 days for my gpu to arrive before i start building my pc and installing fresh windows? Or should I just startup my pc and install windows? Then when my gpu arrives i can just slide it right in. If not i just want to test if all my components works or not.

If it were me, I would wait until I had all the pats to assemble it all together.
If you are just chomping at the bit to get it running, you can set it up to use the built-in GPU in your processor.
Personally I would wait, but ultimately its your computer so its your decision to make.
Installing your new GPU after everything is all set up would be easy enough to do. Plug it in, install the drivers and go!

Solution
shouldn't be any reason whatsoever to wait as your 17-4770K has the integrated 4600 graphics core;
the monitor can be driven with that until your 280X arrives, and then, yes, you can just plug the gpu
into the pci slot, fire up, and install the graphic card driver(s)...if they provide a driver disc with the gpu
you could use that, or go online and download the most current driver from the AMD site (recommended).

in any case, there's simply no reason you would need to wait.
 
I'd say go ahead and POST to make sure your components work, then build it in your case. You might want to go ahead and download the latest drivers from AMD so you can immediately install them once you've got the GPU connected and ready to go
