Border around visible computer screen

I recently purchased a new HD monitor. It is the Acer X233HBid, I hooked it up only minutes ago and I noticed something.

While in-game and on my desktop there's a large black ring around it.
The monitor settings menu shows up over it, so there aren't any dead pixels, but my screen stops at that. At the resolution of 1920x1080 the image is very blurry, only when I lower the resolution does it become crisp.

Why is my new monitor doing this?
I've provided a picture so you get an idea of what's wrong.

Also, I've the monitor hooked up via HDMI cable from monster, I've used it to connect my PC and television before just fine.

Even though I've recently posted this, bamp.

Also, I changed the HDMI cable and it didn't do anything.
The menu for the monitor shows up over the space that's blacked out on my screen as well, just nothing else.
 
Does the CD contain any drivers? If so, then load them.

All monitors has an EDID code which basically tells the video card what resolution it can handle (amongst other things). I've read that sometimes the EDID code is incorrect which may be causing your issue.

Also, try uninstalling your video drivers, reboot, then re-install the drivers. Download the most recent drivers first though.

 
The monitor did not come with any drivers.
I just switched to a DVI cable and it shows up completely.

HDMI is just messed up with my computer, but everything else it fine with an HDMI cable
