looks too bad for 50$ ram

battlefield 4 runs ok for such config, cpu load always around 90%

All settings on max, frame limiter is off.

Well no wonder! I have a better CPU and GPU and can't do that. Turn physx off and see if that brings your frames up

Even at lowest settings the framerate is poor. The thing is cpu and gpu are not loaded properly.
Borderlands 2 and Mafia 2 are the only 2 games that have unexplanable lags on my pc. Mafia seems to have some game engine problems, it lags even on GTX Titan.

Yes, I tried everything, 0 results.

If GTX Titan can't handle these simple games, what will you do? Set the framelimit to 30 FPS. That might help.

Download Rivatuner Statistics Server (RTSC) and set the framelimit to 30 FPS when playing borderlands 2. The thing which is wrong is the game, not the computer.
