Both CPU's Not being Reconized

I have built a new computer and having issues. I have a asrock rack EP2C602-4L/D16 motherboard which supports two xeon 2011 processors. I have 2 E5-2640 v2 processors. I have two slots a AP1 Cpu slot and BSP1 Slot. I tried each processor on the BSP1 and it works just fine so the processors are both good. If I try just the AP1 slot it won't even turn on. I am not sure if it is because if you are only using 1 it won't work on that one slot by itslef? I even looked in my bios and it shows both slots, with all the information regarding each cpu but it is only using 1 of the processors. I even went into device mangers and saw a total of 32 processors. 8 each. 16 virtual 32 total. I even downloaded CPU Z and it shows only 1 processor active just to double check.

I am just trying to figure out if it is something I can fix, or just the socket itself is not working. If that is the case I will just have to send it back.

Now that you say that I am not using a server OS. I am using windows 10. I had a old motherboard that was asus that I was using. I had way to many issues with it but I was atleast able to use both processors. I got rid of it to get this motherboard as I was hoping it would work better. Now looking at the Motherboard manual I don't see any drivers for windows 10. So maybe this board doesn't support windows 10 dual cpu? It worked just fine on my other motherboard. I will try installing windows 7 which is on the list,see if that makes a difference.

Update: though I just looked at my old motherboard and it didn't say anything regarding windows 10 either but still worked.
 


It was a fresh install. I want to say it was pro, but I am not 100% sure. I will have to check when I get home. Would it matter pro vs enterprise?
 


That is prolly the issue. I actually think it was the home I installed. I wasn't aware that home only supports 1 CPU, good to know now.
