Question both gpu and cpu usage is around 60 to 70

i have a workstation t7500 with 2 xeon x5690s nd 16 gb of ram (placed in dimm2 nd dimm3 on both the MB nd the riser cuz the dimm1 on the riser is broken), i also have a rx580 8gb
so when i first got the new cpus
the gpu was working just fine
but lately both the gpu and cpu don't cross 70 percent while gaming
forgot to mention that i have faced this problem since i have taken the pc to a technician cuz the pc wouldn't start
