Both my usb and ps2 ports dont work

Hello,
my harddrive crashed and trying to replace it, but my usb and ps2 ports dont work and computer only will boot to windows splash screen with options to press f1 for entering bios but I cant because i am unable to get the ports to work help

You may have to replace the motherboard. Sounds to me like it is damaged. Have you tried multiple keyboards?
