bottlekneck help with gtx 1060

Basically, i have gtx 1060,i7 920,and 12GB of ram..i have tried to play ark but my gpu is seeming to be bottleknecked. However when i run riva and msi afterburner my first core is used 80 percent.and the others are around 40-60 percent used.Therefore my GPU is at 50 percent usage.Any tips,ideas or explanation?

Try using these parameters with ark:

-USEALLAVAILABLECORES -sm4

you place them in steam->library->ark survival->properties-> set launch options
