I just trying to rebuild an old CPU of mine. I just upgrade my main pc to 1060 and trying this gtx 660 to my old pc with Phenom II x4 B55 (UCC of Phenom II x2 555). I tried testing it out with Heaven Benchmark and I got 60-120fps on 720p Dirextx 11, Quality to " Ultra " and AA to " x8 " and it runs fine. But when I did run a dota 2 in this pc with ultra settings and I found out that gpu load not using 100% but the CPU is using 80% which results to POOR FPS, also trying my GT 730 to this PC and it gives me the same FPS.

Computer Specs :
CPU : Phenom II x4 B55 (UCC of Phenom II x2 555)
GPU : GTX 660
RAM : 2x4 gb ddr3
PSU : ATX win-500pe 550 watts
Storage : 500gb 7.2k RPM

You are getting the same fps with the 1060 that you are with the 730 because you are CPU limited. That CPU is just not enough to run modern games. This is why your GPU is not at 100%. The CPU is not at 100% because the game engine does not use all the cores.

You will need a new CPU.

I just used 660 and gt 730 in this cpu

Still CPU limited. Your Phenom II is almost a decade old. That is a long time for a CPU.

GPU load on heaven benchmark reach 100%, but on dota 2 it only gives arround 30-50% and cpu is about 80-90%

Get a modern intel platform or Ryzen. Its time to give up on AM2 and AM3.
