Bottleneck but don't know what.

Spec:
AMD FX 8320 @ 3,50GHz (never overclocked)
Asrock Extreme3 990FX
Kingston HyperX 2x4GB @ 1600MHz
Sapphire R9 270 2GB (also never overclocked)

CPU is cooled by CoolerMaster Seidon 120V

So basically In any program that utilize high CPU power, my CPU usage can drop from ~90% to ~30%. And I just can't find any thermal bottleneck. In games like GTA 5, the GPU can run the game on high settings 50FPS but the when CPU drops usage the game drops to ~13 fps

ps: CPUTIN & Temp #1 usually reach 65°C on games and when usage is dropped it cools down to 60°C

Whats the TEMPIN4? its on 80 degrees on both images, could be a bit high if it is the CPU?

If i'm not wrong, it's a value that should be ignored since It doesn't have that sensor. It doesn't change value either so I guess that's a sign that the sensor isn't on this board?

I think its VRM's or something, the cpu temp is labelled package temp. It also says its max was 160c, I doubt thats correct if so something would be melting.

I cant find anything really concrete but from a quick google search I see a lot of people complaining about using 125watt cpus with that mobo, apparently asrock even took the 8320 off the compatibility list for that board then put it back on with an asterisk saying it should have a cooler that blows air down on the motherboard or something. Im guessing the VRM's are overheating, they are only 4+1 power phase so its possible.

Awww.. And anyone has a solution for this? Like specific type of cooler or just get new motherboard? I have a Bitfenix Neos as case sadly it doesn't offer lot's of cooling possibilities

The vrm's are heatsinked so a bit additional cooling should help if that is the case, as recommended by manufacturer.

But before changing out the CPU cooler or even motherboard, test if it works by simply letting a fan blow onto the motherboard near the CPU. See if it indeed helps, it might still be another problem.
