Is there any way you can tell if a CPU bottlenecks a GPU or vice versa by looking at the specs before buying?

On that info alone? Probably not.

It heavily deppends on what you're gonna do with those parts like:
What do you wanna game?
Which programs you wish to run?
Are you planning on overclocking?
Want to multi-task with dual monitors?

If you got those answered, then you can check if those pieces will hold on each other efficiently ( presenting little to almost no bottleneck ).
Basically, you just wanna look after their performance, check some benchmarks on the web to see their individuals performance.
