Solution
If you are looking to game at 1080p/Ultra then for the majority of games, the GTX 1050Ti should not be restricted by that CPU. As mentioned above, you could also consider a 1060 or maybe a 1070.

With a GTX 1070 at 1080p you'll probably begin to encounter the famous 'bottleneck' in certain games. This might manifest itself as a slight loss in fps vs. the maximum output of the card... or more than that (as it really depends on the game in question).

There's an interesting video on Gamers Nexus YouTube channel where they find the bottleneck zone for a Pentium G4560. That CPU is weaker than an i5 3470 ofc. Though for that particular CPU a GTX 1060 or RX 580 was deemed as a good match.

bottlenecks are mostly fiction or misconceptions at best.
GPU choice should first take into account things like monitor resolution and refresh rate, games you play and only then CPU.
for 60Hz monitors you can go:
1080p - GTX 1060/1070
1440p - GTX 1070/1080
higher res - whatever you can afford.
for higher refresh rates it's debatable as this CPU will have hard time to cross 100FPS in some games while can go well over 150 in others. basically you are not really limited by CPU. if you can comfortably afford higher end GPU like GTX 1060 or even GTX 1070 - do it.
