It depends on what you play. In the multiplayer titles, you'll definitely be more cpu limited. For most of the single player ones, it'll be the gpu.

Here's what I'm using for a reference:
1st, your I5-3570(K) + 2060 at 1440p ultra: https://www.gpucheck.com/en-usd/gpu/nvidia-geforce-rtx-2060/intel-core-i5-3570-3-40ghz/ultra [scroll down for the actual graphs, they're like halfway down the page]

Now, if you were to upgrade the cpu to something like the Ryzen 3600: https://www.gpucheck.com/en-usd/gpu/nvidia-geforce-rtx-2060/amd-ryzen-5-3600/ultra
So, about a 30% uplift on average - still going to depend on what you play though.

Now, if you were instead to upgrade the gpu... RTX 2070 Super...

25% on average.

RTX 2080 Super: https://www.gpucheck.com/compare/nv...3-40ghz/ultra/ultra/-vs-?lang=en&currency=usd
45% on average.

The short answer is no. I have a 1070 and thats kind close to 2060 not super im guessing. 1440p still brings gpu to there knees in some tittles. Plus certain games are bottlenecking all hardware so doesnt matter what you throw at it. Me personally i used to fear bottle necking but is bottle necking that bad when you are getting over 80 fps ? It is impossible to eliminate bottlenecking because either the cpu or gpu is going to be stressed. Unless you run prime 95 and Firestrike
