[SOLVED] Bottleneck only in GTA V

I upgraded my graphic card to a GTX 1650 Super . As the title says , I have fps problems in GTA V online . It doesn t get above 45 fps , and the GPU usage is below 50% no matter how much I spice the graphic settings . Also the CPU usage stays below 50% . The game is playable but I don't understand why the GPU usage is so low.
Also in some recent titles (DOOM Eternal for ex.) , it runs at 70-80fps constant at high- ultra settings. , COD:MW runs at 60-70 on medium , etc. Despite gta-v beeing bad optimised ,I don't see any other solution. The bottleneck is pretty small for the GPU to be that significant.

motherboard: asus p6t se
CPU: Intel Xeon X5690
GPU: GTX 1650S
Ram : DDR3 4X4Gb 1333Mhz

There is no bottleneck, that is exactly what you can expect from your setup. Your ram speed and old processor are the limiting factors.

Many low cost purchases could be made to get you to 60fps.

That said your system is long in the tooth, what you have is what you can expect.

Assuming you are using at least windows 7 have you disabled the spectre patches?

This will give you more performance in all games, but with that setup dont expect a miracle.

This should ad quite a few frames, I gained up to 30% in some games.
