Bottleneck or Should I upgrade anyway?

i5-4670 (non K)
GTX 1070 (no OC/founders)
8GB DDR3 RAM (1600MHZ)

Playing Watch_Dogs 2 recently has been giving me 100% CPU load from medium settings upwards. So I was wondering if this CPU has reached it's outdated destination and whether I should upgrade or not.
 
Solution
To make what True Buie is saying more clear. Turn off vsync and the game will try to achieve highest fps possible. If you're cpu is @ 100% and your graphics card is at 50% that's because you're graphics card is waiting for information from your cpu. If you are getting good frame rates (~60) than it does not matter (unless you are running a 144hz monitor and really want the extra frames to be displayed). In most cases your graphics card should be at 99% while the cpu waits for it.

It may be a bottleneck, although I don't whether this CPU actually is capable of running a 1070. Anyhow.. Try look at the GPU load. If it's not at all under load, it's most likely a bottleneck from CPU.
You can use HWmonitor or MSI afterburner to check the GPU load under gaming sessions.

What am I looking for? Over 50 percentages, 100 or below 50's? Is around 70% a bottleneck? Gonna check now anyway and post my results.

Well, what I mean is. If it's at like 50% it's most likely a bottleneck. If it's at around 80-100% it's fine.
