Bottleneck or Thermal Throttling?

Hello, I am having issues running games on my system (specs listed below) I cannot even dream of playing pubg because it either takes too long to load in or I can't render the buildings. As for other games I almost always have to run them at lowest settings with not even 60 fps which is ridiculous with an RX 480. Anyways here's my system specs. Any and all advice is helpful.
CPU: Amd fx 8350@stock freq
Mobo: Asrock 970 pro
Cooler: Cryorig c7
Ram: 8gb ddr3
GPU: Asus strix rx 480 8gb gddr5
PSU: 600w psu

Probably power throttling with that VRM. I wouldn't dream of putting 8350 on less than 8+1 VRM on a 990 MB.
