To some degree, yes. It won't necessarily be a glaring bottleneck in some games, but in more processor heavy games, (BF1, DayZ, Ghost Recon Wildlands, etc) you will definitely find the 8350 to be lacking in performance. So it more or less depends on what kinds of games you play.

If you are asking this because you're considering buying a 580, I'd say just go for it. If you aren't happy with the 8350's performance with it, then just get a new processor when the time comes.
