Bottleneck rx580 i5 4690

So I just got the rx580 instead of my gtx 960 and I am getting a bottleneck even tho I checked online and this setup should have been fine ,my gpu usage is low ( way under 90 in some games ) but my cpu is always on 99% or around 90 , does it make sense ? can it be a software problem ?

Does it matter? how are your framerates?

CPU/GPU usage varies by game and there will always be a bottleneck. It's impossible to perfectly match CPU/GPU for every possible scenario but as long as the frame rates are good it's not all that important.

You could look for some benchmarks with the same combo and see how your system compares, if it's within a few % then you don't have any software issues.

Sounds about right. My 4670k OC’d to 4.3Ghz maxes out or runs close to max in many modern games. Quad core CPU’s are now entry level.

I would trust those bottleneck sites about as far as I could throw a T-Rex.
