Bottleneck with cpu or gpu?

Asus 4850 @ 765CORE, 1135MEMORY mhz
AMD PHENOM 8450 X3 @ 2.2GHZ
8GB RAM
is there a bottleneck?
windows 10 64
psu 500w, 12v rail 12+16v

They both need upgraded . Very outdated and non efficient . If you have to only recommend one I would upgrade the graphics card first . The highest I would go with that processor is the gtx 760 or a r9 270x/ r7 370

I don't really have a big budget, i'm not playing the games like witcher 3 or etc, i just want to know if there is a bottleneck.

p.s. im running PCIE 1.1 SLOT x16, would 270x be ok?
