Question Bottleneck

Every system can bottleneck in certain circumstances. In a game like cs:go for example the cpu would be a limiting factor long before the gpu as the game is not very dependent on the gpu. I’d say they are a good pairing but you are definitely due a monitor upgrade
I have a 450w power supply.
Will I need a higher power supply if I upgrade to a 1660? Currently using a 1050ti

Which 450w psu do you have, make and model? Quality is very important.

but some have 94% efficiency, and some have 70%.

Meaning your "450W psu" can have realistic 430W output or only about 300W output (which will probably not be enough)

That's not how it works,they all output 450W, the efficiency tells you how much more they draw from the wall to provide that 450W.
Quality is important for other reason though.
