Every system can bottleneck in certain circumstances. If you tell us the resolution and Hz of your monitor and the types of game you want to play we can say if this is a good setup.

Also how much and what speed is your RAM? This can make a significant difference.

At 1080 60Hz gaming, no. Maybe in CPU-demanding titles at 144Hz+ a Ryzen 5 1600 would bottleneck slightly although you are going to be able to upgrade to the Ryzen 3000 series in the future if you do have issues.

1. For high refresh rate gaming, yes the 1600 will be the bottleneck at 1080p.
2. At 1440p or higher the GTX 1660 will be the bottleneck.

As of right now, #1 would be the only reason to go Intel IMHO.

Do not worry. An extremely low resolution monitor like yours, one that's even lower than 1080p. There isn't a single processor on the market that won't be cpu bound at that resolution.

Agree at that low resolution you will often be cpu limited but it does not matter. As your monitor is also only 60Hz your main aim is achieving 60fps which you will easily do.
