Agree at that low resolution you will often be cpu limited but it does not matter. As your monitor is also only 60Hz your main aim is achieving 60fps which you will easily do.
Every system can bottleneck in certain circumstances. If you tell us the resolution and Hz of your monitor and the types of game you want to play we can say if this is a good setup.

Also how much and what speed is your RAM? This can make a significant difference.

At 1080 60Hz gaming, no. Maybe in CPU-demanding titles at 144Hz+ a Ryzen 5 1600 would bottleneck slightly although you are going to be able to upgrade to the Ryzen 3000 series in the future if you do have issues.
