[SOLVED] bottleneck?

Is my computer bottleneck because I'm getting lower frames in games when I switch my gpu from a 980ti to a 3080ti? I usually play on a monitor that has 1920x1080p 240 refresh rate. If it is a bottleneck what can I do to upgrade and what part?
cpu: Ryzen 7 3800x
mobo: MSI MPG X570 Gaming Edge Wifi
gpu: 3080ti
psu: 850w gold
ram: 64gb
hard drive : m.2 Samsung 980

Upgrading to a higher resolution monitor. At 1080p the 3080Ti is just so powerful it is capable of more FPS than even the best gaming CPU’s can deliver in many games. The 3800X although very good (I run a 3700X on with a 3080 for 1440p/144Gz & 4K/120Hz) is a fair % behind the best gaming CPU’s.
