Question Bottlenecked?

Hello!

In some games like AC Origins and AC Odyssey, often i see CPU usage at 100% and GPU less than 90%
Nothing is OC'd. Sometimes i see GPU capped at 99% then CPU at 100% and lower on GPU, should i have gone for a higher end CPU ? :D
All settings are maxed ingame apart from ambient occlusion which is set to high.
I've seen GPU usage drop to as low as 55% and meanwhile CPU at 100% and at this point frames drop to 50-55 fps
It seems maybe fog rendering is very taxing on CPU?

II would look at what else might be using the CPU besides the game.
I think that CPU usage is very high for that CPU.
I think that CPU shouldn't be holding back pretty much any game.
That CPU is no slouch.
I've used slower CPUs on games and never maxed them out.
That amount of usage seems very odd.

Nothing else is using CPU more than 2% i specifically bought malwarebytes for this to keep away secret mining things and such, lol.
It just seems that certain scenes, particularly when high amounts of fog is around, is very heavy on the CPU =(

EDIT: Another still with the ingame and msi+rtss stats, i was just looking around on this spot and this is the usage.
EDIT2: I took another still while running around for a while, the frametimes are just all over the place, what could be causing this?
When i turn options from Ultra to High then GPU usage is 50-70% and CPU still at 100%
Is it harmful to the CPU when gaming at constantly 100% load?
