Do you know about Bottleneck Calculator?. This is the website:

How reliable are the results? I do not have much knowledge of hardware so I ask here because I want to purchase a new gaming laptop and I am using this tool to see diferent setups. However, I noticed that when I choose a laptop CPU, let's say Intel i7-8750H, and graphic cards RTX 2060 and RTX 2070, the fps are almost the same, can be because the CPU is limiting fps? or because the results are just very approximates?
 
Yes I am aware of the Bottleneck Calculator, and they are typically very inaccurate.

They may give an indication, but in reality, bottlenecking is completely application dependent and no computer component is the same. And no matter what, you'll always technically have a bottleneck.

There are a huge number of variables at play when it comes to bottlenecking, including the application, temperatures, resolution, etc. All of which these bottleneckers can viably take into account, they can only give a broad idea, for a very controlled set of circumstances.

In some applications your CPU will bottleneck, in others your GPU will, and even worse is that the bottlenecker calculator aforementioned only looks at certain games, when editing applications, newer and older games, and programming, all require different things, so 2 people could have the exact same components, but 2 completely different bottlenecks based on their usage, and even then, the next day, when their usage changes, their bottlenecks might completely reverse.

I would tend to stray away from those as I myself believe they give a wrong impression, I would sooner focus on what applications and capabilities I want my computer to have, then use expertise to narrow down what components I should then focus on. Then when my needs change, I reevaluate my rig accordingly.

At best, that is pure snake oil.
