Bottlenecking Issue! Please Help

My rig is as follows:
GPU : Gtx 1050ti 4gb
CPU : i3 4160 @ 3.6
Ram: 8Gb
Psu : 400w

I have been having severe issues regarding my CPU. On every CPU intensive game such as Dota2,Cod Bo4 etc i face cpu bottlenecks. My CPU usage goes to 100% whereas my GPU usage stays at 55-65%
I lower my settings, FPS increases a bit but still stays 35-40 however, i want to game at 1080p high-ultra.

Kindly suggest me a CPU that would pair great and perform under 0 bottle necking.
NOTE: My MOBO supports 4th gen Intel upto i7.

I only use this rig for gaming so please answer from a gamer's perspective.
Any help / recommendation would be highly appreciated.

That's fine then.
But one of the 2 I7s in my last post might be your best bet, but depending on where you live, changing platforms(cpu/mobo/ram) may be more logical/cheaper, as in some places, an I5 8400 setup or Ryzen 2600 could be better than one of the older I7s.

EDIT: You won't need to upgrade the psu, but you will need a cooler for the K models. Stock coolers are not efficient for them in the long run. A Cryorig H7 or CM 212 Evo would work.

Expectations were set too high here.
The 'bottleneck' is you trying to game at ultra settings with a low-end cpu and gpu. The parts themselves are fine.

You'd be looking for either a 4770 or 4790 in the used market, as the brand new ones are still going around retail price.
Also, what kind of monitor do you have?

Is i7 4790k fine? and is it future proof? If i do buy the i7 4790k, do i need to upgrade my psu?

Being honest i cant afford to change CPU,Mobo and RAM right now.
An i7 4790k costs around 220$ here which is in my budget.
Would a 1060/1070 bottleneck an i7 4790k? I might upgrade my gpu and ram in near future.

That's fine if you can't change it all. Prices can vary wildly by region.
A 1060/1070 wouldn't bottleneck that cpu by a long shot, but your monitor would - at least for the 1070.
If there's no plans to replace the monitor, then no need to go higher than a 1060 3gb.

EDIT: No need to mess with the ram anytime soon, as it won't improve much at all.
