(I didn't know where to put this question. I hope here works)

I recently inherited a computer build from a family member after I built it around 2 months ago. I built it pretty budget orientated so nothing is spectacular.
The computer specs were,
Mobo: MSI a78m-e45
APU: A10-5800k (overclocked to 4GHz)
RAM: Gskill DDR3-1600Mhz 8GB
PSU: Corsair CX500M
I needed to change a few things so I took my r9 280 and my EVGA 750 Watt PSU and stuck them in. After gaming for almost a month I am disappointed with the performance. My computer I swapped had an i5-3350p (3.1GHz) and that was running better than this crappy APU. I know that with a discrete GPU I don't need a APU but this build wan't originally intended for me. What is concerning is when only one tab is open on Chrome my cpu is hovering around 80% load.
Basically, I need to figure out if something is bottlenecking or if something is being bottlenecked and I'm a student so I can't go out and build a whole new system. Would you guys have any suggestions on which part would give me better performance in everything (but mostly gaming)? With everything totaling around $1000 I don't understand why the performance is sub-par.
