Question Bottlenecking? Or not

Hey guys
Had this question in mind.
I currently have an fx 8350 with an asus strix GTX 960 with a 650W Psu.
I'm planning to upgrade my gpu to an Rx 590 but I'm hearing this might cause reduced performance of the 590.

Internet says cpu might bottleneck gpu.
Internet also says bottlenecking is a myth.

Really confused.
Any help would do guys

PS: Planning to run modern titles at 60fps at 1080p.

I would upgrade to a platform that can handle the 590. Like a Ryzen setup.

I'm not looking to spend a lot.
So not gonna upgrade the cpu right now.
So... You're saying the fx would not be able to handle the rx?

Not really , but it will still give you an good improvement over the 960 and you can move the 590 to another build later.
