Bottlenecking or Software?

Hello! I'm new, needed to find a good forum to have a chat about some minor issues.

I'll keep it short, no one likes reading massive threads!

I've recently upgraded my pc a couple of months ago (Spec can be found at the bottom)

I've got fallout 4, brilliant. Auto settings detected highest maxed settings, however as the game progresses, the lag just gets worse! I've gone into the save files as most people say and adjusted the settings. Run windowed borederless and still lag gets worse the longer im on, Starting from 70-80fps to 20-30 at lowest times. Even running it on absolute lowest it's still the same.

Now i've always been able to run most games (Crysis 3, Battlefield 3, Warthunder) at almost highest spec with a good 60fps which i'm happy with. But is this new era of games more demanding, same problems occur with GTA 5 & Farcry 4. I'd of thought my system would handle them fine? Is this cooling issue or bottlenecking with modern games? or is it a software issue?

Temps never seem to go over 60 mark & when lag does get bad on the given games my G105 keyboard reads the CPU & Ram usage at 90% at times, but when running stable only about 30%-50%. Not sure what these surges are. I've tested my crossfire works and all is well. All drivers are up to date. It'd be nice to see if it's my hardware or a software issue that's causing me my issues.

My Build:
I5 2500K @ 4.5GHZ clocked with ASUS level up software
Asus Maximus V Formula
2X AMD R9 270X in crossfire, not overclocked.
8GB (2x4GB) Corsair Vengance Pro 1866MHZ.
H105 Cooler
80gb SSD for windows. Games run off a std 500GB Drive.
Creative Soundblaster X
Corsair RM750 PSU
NZXT Source 530 case

I understand the Sandy bridge series is an old series of CPU but would it really give me these issues?

It's your CF'd video cards most likely.
CF only works AFTER AMD, and the game devs, has released drivers to allow good CF support in games.
A 270x isn't a very spectacular card on it's own.

That said, try disabling v-sync and capping the FPS to help with fallout.

You might have to check multiple times, because FO4 will change the settings in there if you go to edit them in the launcher.

read the rest of the sentence.
Benchmarks do not equal real world performance.
CF/SLI only work after the specific updates for them have been released.
Example: When Farcry 4 was released SLI didn't work at all and gave you worse performance than just using a single card would have.
