Will a Intel Quad Core Q6600 @ 2.4ghz bottleneck with a Sapphire Radeon R9 270X GPU? If so what would you recommend doing (i.e. overclocking)

I'm running the exact same CPU with a 650 ti BOOST (not quite the level of the 270x) and I see no CPU bottlenecking at all. I'll stand corrected, but I'd say you'd get away with that without huge issues. You'd get a bit more out of the 270x with an i5 or something, but obviously if that's not within you budget this could work ok.

Overclocking will help, but the restriction is going to vary according to game.
For many, there will be little or no restriction, but for the current AAA titles with their often very high CPU loading it will be significant-my backup Q6600/HD7950 shows a heavy restriction in FC4 for example-no matter what graphic setting or resolution I choose (within reason) it runs at between 22 and 45 FPS while the Metro franchise games all run very well because they are more GPU restricted.

I will be playing games such as GTA V, CSGO, GMOD

I agree. GTA has a lot of processor intensive stuff, so without OCing certain things like textures will struggle, but AA and probably AF won't be so much of an issue. For GTA, ram/memory transfer speeds are important.

Currently, I have a GeForce 9800gt with the same processor and it plays ok, 30fps, but since it only has 1GB Vram, it struggles loading some textures. I looked on gamedebate.com and it says that with the 270x i should be able to play at a decent fps

I have 6GB DDR2 RAM if thats what u mean.

I had a Q6600 myself oc to 3.2 with 8 gb of ddr2 ram on a 480GTX. I was at the edge of bottleneck.
R9 270X should be more powerful than the 480GTX.
but do keep in mind one thing. even with the bottleneck i play all game find back in the day.
oh one more thing. the next gen video card is coming in the summer? in 2 months?
price of video card will drop very soon.. in fact i think it started?

If i do get it i will be getting it off a friend, so it will be very cheap
