Question Bottlenecking?

I was playing apex legends and had discord and task manager on i noticed that my CPU usage was 100% and my GPU usage was 99%, sometimes CPU goes below 80% but it consistently stays at 100% is this bottlenecking?

Specs:
Gtx 1060 6gb
I5 7600
8gb rab 2800mhz

If both components run at full speed then that's just your top speed,you can lower FPS by using vsync a fps limiter or just increasing picture quality so that the GPU will produce less frames so your CPU will work less.

the 1060 and the I5 7500 is an even match, so no bottlenecking there.
