Question Bottlenecking?

I have an i7 9700k and rtx 2060 super (asus) idk if its overclocked. I always have more cpu usage than my gpu. when im playing things like valorant csgo. i get 30 to 20 cpu usage and 20 to 10 gpu. is this normal?
my specs
i7 9700k
msi z390 gaming plus mobo
rtx 2060 super
samsung evo 8 ssd
i reinstalled windows a couple times
16gb ram

it all depends of your screen : refresh rate and resolution

if you play on a standard 1080p / 60hz screen, your numbers are normal. Your PC is overpowered for runing CS:GO at those settings. so it only has to run at 20% of it's abilities.

MY MONITor has the capability to run at 165 but since i dont get 165 fps on valorant and i have a weird thing its not smooth at all if i dont turn vsync on so i keep it at 145 1090p

are you sure you get 145 fps, and yet your GPU sits at 10-20% usage ? are you using lowest settings in the game ? what tool do you use to get those numbers ?
yeah im using highi settings but when i use low it doesnt really make a difference. I know its suppose to be at like 300s i dont know i have contacted nvidia they dont reply i cleaned it with ddu i tried different drivers nothing yet. and yes im sure and i use the ingame fps counter and nvidia fps i also tried razer cortex. they all shgow the same
