Bottom of Screen Flickering

I recently purchased a Dell S2415h monitor and I noticed that the bottom of the monitor is flickering. I thought it might be an issue with the screen itself; however, when I remove the VGA connection, and I follow the power save mode box, there's no flicker. GPU is a XFX Radeon 270x and OS is Windows 8.

Things you could try:

Swap Video Cables
Connect Monitor to another computer to test monitor
Connect Computer to another Monitor to test computer/video card

If You have integrated video, connect monitor to that....

If you perform all those tests... one of them should be enough to pinpoint your problem

I used another computer with hdmi and vga outputs. The hdmi was fine but after a few minutes on the vga output, the flickering began again. Might it be an issue with the VGA port on the monitor?

Well... VGA is analog... you should use the digital output anyway...

But if it's only happening with VGA... then yeah, that port is probably bad.

Same issue occurred to me also. Solved this issue by changing the Display Refresh rate to 50 Hz.
