Bottom of Screen Flickering

I recently purchased a Dell S2415h monitor and I noticed that the bottom of the monitor is flickering. I thought it might be an issue with the screen itself; however, when I remove the VGA connection, and I follow the power save mode box, there's no flicker. GPU is a XFX Radeon 270x and OS is Windows 8.

I already have the hdmi output occupied by another monitor. May it be an issue with the VGA adapter?

That likely wouldn't cause the flickering.

The solution is simple, update the VBIOS/Firmware for the card, the same thing i did, and solve the situation.
