So to be more specifically, I bought a motherboard at Goodwill for $9, it came with a cpu preinstalled, 4 satacables, and some screws. I built a pc using the mobo w/ the cpu and nothing.
The motherboard is an ASUS T.U.F Sabertooth X79 motherboard with a i7-3930K. The lightbulb on the mobo turns green, but the pc doesn't turn on.

Here is the build I used for the pc that included the mobo/cpu.
Mobo: https://www.asus.com/us/Motherboards/SABERTOOTH_X79/overview/
CPU: I7-3930k
GPU: RX 460 2GB
PSU: EVGA 400W
Ram: 8GB DDR3 1333mhz
Cooler: Corsair H60 Liquid CPU Cooler
SSD: Kingston 120gb

I honestly don't know what to do with this mobo, it looks really cool so I may frame it and hang it on my wall, that'd look cool. If there is something i can do and revive it, then wow those $9 would be a great investment haha.

Note: The motherboard was in its appropriate box. It had an antistatic bag over it.

Solution
If the mobo lights turn on but no power is sent to any other parts then there is something wrong with that mobo,
A motherboard is supposed to distribute power to each part.
