First of all thank you for taking a look at my post! I bought a 2080 and now I am bottle necked pretty bad.
If the Budget will not suffice for my preferred CPU I can use my same case and PSU if they will suffice.

Approximate Purchase Date: Item's will be bought at about 2 week intervals unless there is a combo deal that drops the prices enough.
Budget Range: 800 - 1000. Would like to stay near 800 - 900 but understand if not

System Usage from Most to Least Important:Gaming, Movies

Are you buying a monitor: No

Parts to Upgrade: CPU, MOBO, RAM, PSU and Case [I'm thinking a build around the I7 9700k] I don't know anything about Mobo or Ram or PSU otherwise I would choose my self. Upgrading from an I5 4690k.
Do you need to buy OS: no

Preferred Website(s) for Parts: I'd prefer Amazon but if there is a better deal somewhere else that is fine.

Location: Mesa, Arizona

Parts Preferences: Want to stick with Intel

Overclocking: eventually took me 4 years to OC my current one..

SLI or Crossfire: no

Your Monitor Resolution:1920x1080

Additional Comments: Prefer the case to have a window unless my budget will not suffice my case. The GPU is bulky as hell.

Games: Newer Triple A games like Anthem, Escape from Tarkov, Division 2 etc etc

And Most Importantly, Why Are You Upgrading: I just bought a 2080 and my CPU is bottle necking my GPU

Current Parts:

Patriot 16GB ddr 1866MHz

Skip on SSD if you already have one.

Replace the CPU cooler with this new one. That EVGA one is old and have been in use for 4Yrs better change it.

If you have a decent case no need to replace it.

Solution
Thank you both. Yea, the Water cooler is actually only maybe 4 months old as I bought it when I decided to finally play around with overclocking my CPU. I have ordered the 9700k and will order the Ram and MOBO this weekend. Then the new PSU and a new case afterwards. I'm looking for a new case because I'm going to put all of this back together minus the water cooler and the SSD's and just turn it into a server.
