Bought a New Gpu not using it's full power

Well, I've been playing Witcher 3 on my PC and was running like 40-55 fps on lowest settings so I decided to go from the GTX 750ti I owned to the GTX 770 SSC ACX 2.0 from NVIDIA but I was sill getting massive performance dips and fps drops and I don't know why.

PC Specs:
AMD A10 6700k APU Quad-Core
NVIDIA GTX 770 4GB ACX 2.0 EVGA
8 GB Ram (7.19 GB Usable)
MS-7778 Ver 1:0 Motherboard
Photon-750 750W PSU

Your CPU is limiting your performance. With that CPU you will always get dips to 40fps. Changing to a GTX 770 will not increase the minimum framerate. It will only increase the graphical settings that you can maintain at that framrate.
In amd overdrive i see these core multiplier and pci speed etc. stuff would you know how to overclock that stuff or cause i need some serious help with this because i hate not being able to play these games
