I bought few days ago a GTX 1060 6GB OC from Asus and it worked perfectly after installing all drivers, then i heard my psu was closure. Then I restarted my pc i had 20-30 fps. I bought a new psu and still i still only having 30-35 fps.
Specs:

Asus GTX 1060 6GB OC

Your rig is fairly decent. What game are you trying to run? The only recommendation I would have is getting an SSD rather than a hard rive (however the hardrive should not be affecting your framerate). Check that you have all the newest drivers aswell.

Yes, I would say that you would want to upgrade your HDD to an SSD or maybe your CPU. That cpu runs at 3.1 Ghz stock, but it has a max boost up to 3.3 Ghz. My i3 runs 3.6 Ghz at stock but only has 2 cores. Most games only take advantage of 2 cores anyways so I would go with les cores and a high clock speed for gaming. If you are doing video editing or something of the sort, you want the benefit of the high core count.

Your hardware seems just fine for those games. You should be getting well over 60fps. I would think its a software issue. Are you running applications in the background that are utilizing many of your pc's resources? Check your "startup" tab in task manager to assure you dont have apps opening on their own and hindering your pc performance. Id check for driver updates aswell.

How much RAM do you have installed?
