Bought a possible locked iphone

I bought an iphone 5s off craigslist and when i put a sim card in it it ask me for apple id which i dont own, so does this mean its icloud locked? Also if it is icloud locked can i purchase programs to unlock it (like the ones on ebay) and if i pay for it to get unlocked by icloud what about the network? How can i tell if its blocked by a specific network, please dont tell me i bought something and its a piece of junk

Maybe opening an Apple account will give you an ID.
