Bought A Power Supply Tester IV

Of course there are no instructions with this tool, so I need a bit of help. To start we lost our power 3 times a few days ago do to a wonderful snow, Ice and wind storm here in NC. Well I went to use my desk top once power returned and it wont power at all. No fans no drives nothing. I looked to make sure it was plugged into our surge protector and everything was plugged in. Of course everything else plugged into the surge protector was working except my desk top.
Because I am such a noob, I bought something off Amazon to test power supply, but there are no real directions and I cant find much on Youtube to really help me understand my readings. Can someone help me understand what I am looking at? From what I can gather after reading tons on info on the net, I need a new power box. But after pricing them at 50.00-100.00 I'm not sure its worth it based on the age in my desktop. Of course my lack of knowledge and funds don't help much. But everyone has to try and learn sometime. The power supply which I think has gone bad a is Liteon Model PS-5221-06. Here are the readings from tester: 5vsb 4.7
+5v 5.0
+3.3v 3.3
PG 356
+12v1 12.0
+12v2 11.9
-12v Just Flashes and beeps and shows 10.9 and LLL and it just keeps doing this. LLL is no where to be found on the one paragraph directions on back of product. LOL
Does this mean anything to anyone out there. Please Thanks Kirstin
 


Thanks RaDikaL, but I am afraid to use a Multimeter. Everything I read said don't use it if u don't know what u r doing, this is why I bought the power supply tester off of Amazon. I will read through it and see if I can find anything related to my issue. Thanks
 


So I guess its my 20 pin that is not working and the 4 pin seems to be working fine. So does that mean I just replace the whole Liteon Model PS-5221-06. I think I still need some help on this one. Of course I don't have anything to test the motherboard. But since the storm the PC does not turn on at all no fans,drives or anything. So I am still lost here. Thanks
