Do you guys think a used 3 and a half year old 6700k that hasnt been overclocked last me atleast a year bought a 6700k, Z170-M-plus and 16GB ddr4 2800mhz bundle for 350$ cad.

I would have thought so. If you are concerned you could always improve your cooling, a larger heatsink/fan or extra case fans or both. I'm not saying that will be a guaranty of longevity but it can't hurt.
That's actually a pretty good price for the bundle considering the prices on some used parts I have seen.

The seller is also including a 600 watt evga br power supply and a hyper 212 evo so i think cooling wouldnt be an issue

Is that a good cooler for a 6700k? I don't really know it looks a bit small to me.

The 212 EVO is/was a good basic cooler, for a non-OC system. Its main draw was that it was inexpensive.

Not nearly good enough for overclocking.

agree but i dont plan on overclocking its just gonna be used as a basic gaming pc for my brother

I asked him about it he said he never overclocked it just used it for light gaming
