Question Bought an used laptop from ebay but Windows Security and Defender are blank white screens and other issues

After going through Windows 11 set up there is just a blank white screen when I open Defender and Windows security. Also when I right click Defender to run a scan it comes up with message like Your IT administrator has control over this, contact them etc.

I've gone through all the possible fixes online I can. I've also reset Windows and uninstalled any bloatware including mcafee. Using cmd to change or reinstall Windows Security hasn't done anything.

Two things I noticed which might suggest a bigger issue is that on Services the option to restart or stop services is greyed out. I am definitely on an Admin account. So I can't restart Windows Defender or Security Services

Another thing is when I was following instructions online for getting missing files (C:\Windows\System32\SecurityHealth) which is empty, which possibly explains the blank screen. But in trying to take ownership of this file ('System' has full control but my account does not) I am unable to change permissions and options are greyed out.

My questions are:

1. Is it possible that this laptop came from an organisation and higher priveleges are locked deeper than Admin accounts?

2. If it's just a glitch will doing a reset from USB work? Hopefully that would also get rid of bloatware and give me clean install.
