I have a socket 478 PGA type motherboard for a desktop computer, Ive been using a 3.0 ghz pentium 4 processor. I saw online a laptop pentium dual core 2.0 ghz processor and bought it (stupid of me I know) Is there any way i could possibly make it work on this motherboard (biostar g31-m4)?

For Intel CPUs that only happened once. It was a long time ago (in a galaxy far, far away) when they initially released the Pentium M (the forefather of Intel's Core 2 Duo / Quad CPUs) for laptops. It was socket H-PBGA479 / PPGA478.

The only reason why it fits in a desktop is because a few mobo manufacturers decided to incorporate socket H-PBGA479 / PPGA478 in a desktop motherboard. Those Pentium M desktop mobo were pretty rare and they generally were selling for around $175 or more.
I don't know of any laptop socket that's been the same as a desktop socket, but that doesn't mean its never happened, I very much doubt you'd be able to get them to work together, even if by some miracle it fit the socket.
