[SOLVED] Bought new HDD, it shows 100% disk time [usage?] when installing/verifying game files ?

So I just bought a new HDD (Seagate 1TB), my OS is on my SSD, and whenever I'm installing or verifying game files, the disk time [usage?] goes up to 100% and the average response time is going up to 4 digits, same issue with my old HDD as to hence why I replaced it with a new one.

Things I have tried:
-Different SATA Port
-Change SATA Cable
-Replaced HDD (Obviously)
-Update BIOS Firmware
-Update Drivers

PC Specs:
Ryzen 5 2400g
2x8 GB T-Force 3200mhz
500w Generic PSU
MSI A320m PRO-VH Plus
