Question Bought new mobo, cpu and ram. red cpu debug light is on.

The light is red and stays on, it isn't flashing. The cpu is cold to the touch, the keyboard and mouse aren't getting any power either. I get an error on the display saying that the input signal can't be found. I've changed cables and re-seated everything. Everything else turns on and runs, rgb lights fans etc. the gpu gets warm and it is seated properly.
I've already checked all of the cables, they are inserted. Do I need to plug in the cpu pwr 2 cable? I don't have another +4 cable in my pc.

So if it is the psu, would I be able to trouble shoot by disconnecting the disk drive or some other things?
Edit: Well even if it isn't the psu I should probably buy a better one anyway. I just assumed that an 800w power supply would be adequate. I can't do anything because I'm at work right now.
