Bought new mother board and after putting it together the CPU fan runs at 4,755 RPM..Help!

After much reading of similar instances but none that has helped my cause I'd thought I would create my own thread. Here goes.... I bought a New GA 78LMT-USB3 REV 6.0 board for my build as my old board from a pre-built HP MB was starting to fail in functionality. My CPU is a Phenom II X4 975 B.E. and I have 12 gb of DDR3 ram,PSU is 700W. I connected everything on the board,even cleaned the processor and put fresh thermal grease on it. After powering it on for the first time (or every other time there after), the fan automatically stays at full speed and never stops or slows, even after altering the "PC health status"in the BIOS. The MB has one SYS_FAN header on it which can connect one fan and the rest of the chassis fans have to be connected throw molex power connectors through the PSU. The CPU fan is a 3 pronged connection just like my old board. I tried "Speed fan" but it doesn't seems to read my fans and I also tried Gigabyte "Easy Tuner 6" program,tried adjusting fans and it just doesn't want to slow it down. The other fans on the chassis run at their normal speeds but the CPU fan is the loudest and fastest I've ever heard it, My pc temp is fine as it's at the norm for it (35 C) and the board itself is also running cool. Here is the list in what I tried....

Adjusting "PC health" settings to stop the CPU fan from sound like a jet
installing and attempted both "Speed fan" and "Easy Tuner 6"
unseating,reseating and regreasing the processor,cleaning the heat sink.
unseating and reseating the RAM (just in case)

all to no avail it goes full burn as soon as I hit that power button on. There is NO way to adjust fan settings in the bios either. There is a display of your fans speed and temp of your board.

What should I do next? Reflash the bios? Clear the CMOS? Reinstall the OS? I am under a really tight budget so I'm unable to buy anything else to help me out. I NEVER had this happen to any Machine I built in my time so this is a new thing. I looked everywhere and nothing seems to fix this issue. Where do I go from here? I don't want to go back to my old Pegatron Violet6 because this board fixed the functionality problems I was having from that board and gives me a chance if I ever get disposable income of sizable proportions maybe update the processor. Thanks for anyone who read this and can possibly help me out. I normally can fix things on my own but I'm kinda in a pickle here.

What's your CPU cooler model? Is it by any chance with 3pin connector?

Because if it is, then you'll need to get a new one - PWM regulated with 4pin connector to get proper operation of it.
Where can I find that? I just have a stock cooler/fan. The Fan on the CPU has a 3 pin connector. The old board has a 4 pins and it worked just fine. Why doesn't it work on this board?

EDIT: I just looked at the old board and it is a 3 pin CPU fan connection! so if I buy a fan with a 4 pin it should work?
 
I'll have to donate plasma and hopefully get enough to buy this. I have a Rosewill challenger case... I think which was said to be approved by this forum a couple years ago. I'll come back in two weeks after purchasing this after donating and let you know if it works a treat (or not). I want to make sure any member who helps me here gets the credit they deserve but still THANK YOU,SkyNetRising for giving me the proper direction to take!
 
Thanks skynet! I will get that one cooler you mentioned when I have the money but I went to a pick a part PC place that had those fans and heatsinks for $3,took it home,put thermal grease down and hooked it all up and works flawlessly! In fact it's running cooler than my old board ever did (29c on idle)! tested games and it runs cooler there too. I am pretty happy with this board now and can enjoy it. Thanks again!
