Question Bought New PC but unplayable for Dota 2

So I bought a NEW PC With I9 9700 + NVIDIA rx 2070 for Dota 2 ... When I Installed Dota 2, I thought it would be smooth, but the mouse is inconsistent, input lag, stuttering, no matter what I do. It's a new PC, and im not sure why it's like this. This issue is kinda similar to my Old pc, I thought buying new a computer would fix it. Please help!!! It's so unplayable it's so Choppy! I'm starting to believe it's not because of my computer and it's because of something else, maybe my internet + monitor idk

Where do you have the monitor cable plugged in? To the ports in the square cluster near the USB ports, or in the RTX2070 below that?

Are you using a DisplayPort cable to your monitor?

My monitor is plugged in close to my graphics card, it's not really connected to the motherboard. Yes I'm using Display Port. I actually built a new pc before this my current pc and it has the same issue... Input lag so I returned it to amazon then build a new one hoping it's gonna be smooth. Input lag + Stuttering still there , it's really unplayable. Could it be my internet? But I have like 300 + mbps so I don't really know . It's smooth in other games, but not in Dota 2 though for some reason
