Hello!
Recently my computer have been using alot of ram without even running any programs. Im talking about 30% of the ram on startup and then it just builds up after time causing me to not be able to run program and games etc. People told me it was a memory leak which I researched myself and thought it was. I went to the store and bought a new kit of 2x4 GB DDR4 sticks and I still have the same problem.

Could anyone have any Idea what it is?

What have I done:
Resetted my PC (this was before I installed the new ram sticks)
changed some parameters in regedit
Made sure all the drives were updated (which it already was)
Inserted brand new ram sticks

You can go ahead and return that new RAM. A memory leak is not a hardware issue, it's a software issue. There was nothing wrong with your old RAM. A memory leak occurs when an application uses your RAM and does not release it as it should. Since it's happening at boot it's likely either a background application that runs on boot or it's a virus.
