Question Brand new 9900kf 2080ti High end rig. low fps

I recently built a new mini itx computer. here are the specs.

Running at 2560x1440 on my main monitor and a second monitor at 2560x1080.

Asrock z390 ITX motherboard
GIGABYTE NVME M.2 2tb SSD
Intel I9 9900KF
G.skill 2x16gb Ram F4-3200C16D-32GTZKW
EVGA GeForce RTX 2080 TI FTW3 ULTRA HYBRID GAMING

I looked at other average FPS for users playing rainbow 6 seige. They have around 148fps on user benchmark on maximum settings but i am getting an average of 55 fps.

Note: I have not yet overclocked anything but i feel i should get much higher fps anyway running stock on this game.

I have the XMP profile set to 1 in my bios.

Am I doing something wrong with my build(i recently got back into building am I missing something?), should i be overclocking to get an average fps of 148fps? at only 1440p i figure my FPS should be a lot higher than 55.

Running latest nvidia drivers? Always, just updated to the latest today and ran benchmarks
