Brand new Board never used smells like short circuit? What could this be?

I don't see any signs of damage to the board but it has a smell to it.

I have never had a industrial board before so maybe its the materials used in the board.

Bought the board from NEOBITS i have never used them before

I'm not sure what you're referring to with the smell but if you're referring to smelling something burnt from the board, visually inspect the entire board for any component that might look like it's blown(like a fuse/relay), fried or burnt.

If you don't see anything that catches your eyes, you should breadboard the board+processor and ram and see if you're getting a POST.

Well as is suspected there is something wrong with the board. It will turn on then beep 2 times, i would say there long beeps,

It will not see my graphics card in the pciex16 slot

but if you plug into the hdmi port of the motherboard, The board goes to bios,

It is Aptio bios imb-1220-D 1.80

The bios sees the ram and sees the processor, it has them displayed in the main section.

So if i am correct 2 beeps is a parity error. I took the motherboard to the best technician i know who can do BGA rework, smt, etc

I can't get another board for a long time so i really hope the technician can figure out whats wrong and fix it.

So this sets back my pc build, If anyone knows were i could get another Asrock industrial IMB-1220-D mini itx let me know. I looked online and came up dry.

I bought the board from Neobits, so i would not want to buy from them again.
