Question Brand new build, got it working fine, now it's power cycling and no screen activity?

I had an earlier issue where it wouldn't boot when turned on, but that just needed a new boot drive to fix. After that I had it going, and was trying to download some general drivers and hoping I might fix the overscanning I was experiencing. One of the driver recommended by the MoBo manufacturer was an intel RTS driver. I installed it, was told it would reboot in safe mode, then watched it power cycle pointlessly for 10 minutes before I cut power. Now the power turns on, but the EZ Debug light for the CPU is on, and I'm not getting any screen activity. Did installing this driver just blow my CPU?

Sometimes it will do that once, then the power will stay on, but no other activity and the CPU debug light will stay on.

If I were you, I'd have picked up a 650W PSU while going for that GPU in the build. You're also advised to manually download and install drivers from motherboard manufacturer's support site and install the drivers in an elevated command, i.e, Right click installer>Run as Administrator.

I don't mean to sound ungrateful for your thoughts, but I'm staring at a $1k light-up paper weight right now. What I should have done in the past doesn't seem particularly relevant to my situation as it stands.
